Subject: 09/11/2018 Hurricane Florence Update

Dear Sealink Customer:

NC Ports Hurricane Florence Notice - Update

The North Carolina State Ports Authority continues to monitor Hurricane Florence. The Port of Wilmington and the Port of Morehead City are currently at Condition X-Ray. Both facilities we will be updated to Condition Yankee at 0600 Wednesday and Condition Zulu at 1800 Wednesday.

NC State Ports Authority continues its Hurricane Preparation Plan and is taking all necessary steps to protect cargo, facilities aind equipment.

NC Ports' terminal in Wilmington will continue to operate under extended container gate hours Tuesday, September 11. The Port of Wilmington's container gate will be open until 7:00 pm for pickup and drop-off. Please make every effort to utilize these additional hours to remove cargo from the Port. The Port of Wilmington's General Cargo gate and the Port of Morehead City's gate continue to operate under normal hours.

The Port of Wilmington and the Port of Morehead City will be CLOSED to commercial truck traffic on Wednesday, September 12, however, tenants will have access to both Ports. No access of any kind will be permitted at either Port facility as of 12:00 am Thursday, September 13 through Saturday, September 15.

Once Hurricane Florence passes, and the Port facilities can be evaluated, we will communicate plans concerning re-opening.

Status Updates will continue to be broadcast throughout the duration of the storm.

Subject: 09/21/2017 Maersk Late Changes To The Bills of Lading COD's (Including Changes to Parties On The Bill)

Below are the rules for India. Pakistan the cut-off for any changes are 7 days prior.

For future please note: India does not accept any changes in COD / consignee details / weight / package etc. This is 4 days prior to Vessel ETA.

Change in OBL details, pertaining to IGM elements, is a service that can be confirmed and delivered based in feasibility of the situation . It�s also important that the destination office is consulted prior to confirming such changes. If for any reasons such change request is not confirmed by the Line, customer cannot take this as a service failure.

In some recent cases there was no confirmation of this COD / change in consignee from line�s side, however customer just assumed that since we do it every time, if this time we have not taken their request, it�s a service failure.This is not correct and you must all understand that waivers will no longer be possible.




Subject: 09/19/2017 Sealink Advisory - Plastic Resin / Plastic Scrap into China / Hong Kong

Dear Sealink Customer,

Please be advised Maersk Line will not accept plastic scrap commodity from US/Canada to China/Hong Kong starting October 1 (ETD) in compliance with Chinese government regulation. If you are shipping Epoxy Resin, plastic, Synthetic resins, plastic, USED - Tires, tyres, rubber. You can find Maersk on Sealink website.

You are ultimately responsible for what is loaded in the containers and how they are manifested. If containers get held up in customs, get rejected etc, the cost will be on your account.:

Subject: Terminal gates will be closed from receiving exports - Sept 5, 2017

Due to the uncertainty of the path of Hurricane Irma and potential port closures, the terminal gates will be closed from receiving exports for the following vessels until further notice:

MSC MAXINE


Do not dispatch empties for bookings as containers will not be received at the terminal.




Subject: Safmarine Implements Goods and Service Tax (GST) July 01, 2017

Subject: India - Service Tax Guidelines for Import Ocean Freight and Allied Charges - Prepaid at Origin - Feb 07, 2017

Dear Valued Customer,

Please be informed that in view of The Government of India ? Ministry of Finance?s Notification No. 1/2017-Service Tax dated 12 January 2017 prepaid Ocean Freight and allied charges (FREIGHT charges) which were earlier exempted from the Service Tax (STax), will now be taxable.

This change is effective from 27 January 2017.

The Tax on the Inbound Prepaid Freight Charges will be calculated at 30% of the FREIGHT charges. In view of the abatement, the effective Tax rates (27 January 2017 onwards) for APL charge codes are displayed below for your easy reference.

ST2: 4.2% (14% STax is applied on 30% of taxable charges, hence the effective rate is displayed)
SB2: 0.15% (0.5% SBC rate is applied on 30% of taxable charges, hence the effective rate is displayed)
KK2: 0.15% (0.5% KKC rate is applied on 30% of taxable charges, hence effective rate is displayed)
Total: 4.5%

The India Outbound Prepaid and Collect FREIGHT Charges will continue to be exempted, as of now.

IMPORTANT NOTICE Kindly be informed accordingly, that different shipping lines are taking their own approach. Some of them like UASC, CMA, and NYK are asking this to be prepaid and some of them like APL will be applying these from the consignee. However, this policy of collecting from consignee may change at any time to prepaid (with or without any notice). Therefore, if the shipping line applies this tax at origin, the same shall be passed to our customer ? WITHOUT EXCEPTION

Subject: India Service Tax - Feb 02, 2017

Dear Valued Customer,

The Government of India vide its Notification 01/2017-Service Tax dated 12-01-2017 seeks to withdraw the exemption from service tax for services provided or agreed to be provided by a person located in non-taxable territory to a person located in non-taxable territory by way of transportation of goods by a vessel from a place outside India up to the customs station of clearance in India. (notification enclosed)

The said notification is effective from 22-01-2017. For regulated trades, the effective date is 25-02-2017

Hence, invoicing with effect from 22-01-2017 / 25-02-2017 for Prepaid Import Ocean Freight will attract service tax @ 4.5% (includes abated base service tax rate 4.2%, swachh bharat cess 0.15%, krishi kalyan cess 0.15%)

We will invoice the Service tax @ 4.5% on the Prepaid Import Ocean Freight at Origin (from shipper) to cover this additional cost. Tax will be collected in India from consignee if the shipper advises that such tax should be on ?collect? basis. \

Subject: General Rate increases (GRI) - Oct 1, 2016

Dear Valued Clients,

As you are aware, all carriers have announced GRIs effective October 1, 2016. The attached table provides a breakdown of each carrier.
Please note how the rates will be applicable.
Rates are applicable on the date of LAST container being returned loaded at the ramp / port (as the booking indicates). For example - you have a booking for 10 x 40' Dallas to Hong Kong with a cut October 1, 2016. If you turn in ALL 10 x 40' containers on or before September 30, 2016 - there will NOT be a GRI for this shipment. However, if you turn in 1 x 40' on October 1, 2016, or after the ENTIRE shipment will be subject to a GRI.

What to do in this case?

If you already have turned in 9 x 40' containers on or before September 30, 2016 - confirm with us to see if you can split your booking. We will check for feasibility and will split into two separate bookings; one for 9 x 40' and one for 1 x 40'. If and when this is done, 9 x 40' will be rated at the old rate, and you will pay the GRI amount for ony 1 x 40' that was not turned in before September 30, 2016. However, do not turn in the balance UNTIL you get the new booking from us. Failure to do so will result in the ENTIRE shipment being rated with the GRI amount.

The date booking was made or the date empty container is picked up has no relevance to the GRI. You could have made your booking a month ago, or picked your boxes on Sept 27. It will not matter in these cases. The ONLY thing that affects the implementation of the GRI is the date the LAST container is returned.
If you have bookings with us for October, please review the attached chart. Your rates will be adjusted accordingly for all shipments turned in on or after October 1, 2016.
Further, if any changes in the GRI table, we will notify you. As always, we are here to assist you with any questions you may have. We look forward serving your needs.
